Peradaban yang dicanai dengan pegangan Islam dan memberi fokus kepada usaha mempertingkatkan mutu kehidupan. Mempertingkatkan mutu kehidupan melalui penguasaan ilmu, pembangunan insan, pembangunan kesihatan serta pembangunan fizikal. Ijtihad membina ummah dalam zaman moden ini perlu diberikan perhatian dan diberikan pengiktirafan” &lt;br/&gt;Tajuk yang diberi kepada saya pada petang ini ialah &lt;strong&gt;&lt;em&gt;Matlamat utama kerajaan mewajibkan Latihan Khidmat Negara kepada pelajar-pelajar lepasan SPM adalah untuk memperkukuhkan disiplin disamping memberi pengenalan diperingkat asas. Berikan kebaikan dan keburukan program tersebut pada pendapat anda.&lt;/em&gt;&lt;/strong&gt;&lt;br/&gt;Program Latihan Khidmat Negara atau PLKN yang dikendalikan oleh Kementerian Pertahanan Malaysia mula dicadangkan pada penghujung 2001 dan akhirnya bermula pada tahun 2003. Ianya adalah satu program mandatori. Hukuman denda atau penjara boleh dikenakan ke atas mereka-mereka yang dipilih tetapi tidak menghadiri PLKN. Walaubagaimanapun pengecualian buat sementara waktu boleh dipohon. &lt;br/&gt;Pada tahun 2004, seramai 85,000 pelatih dipilih secara rawak dari 450,000 pemuda yang lahir di tahun 1986. Semua pelatih dipecahkan ke 42 kem latihan. Pada tahun 2005, 85,000 pemuda-pemudi dipilih dari 470,000 yang lahir pada tahun 1987 dan mereka diletakkan di 71 kem-kem latihan seluruh negara untuk program selama tiga bulan. &lt;br/&gt;Semua peserta memakai pakaian seragam yang sama, tidak kira sama ada yang datang dari keluarga petani, korporat, pegawai kerajaan, ahli perniagaan atau sama ada yang datang dari kampung, bandar, kawasan perumahan atau kawasan setinggan. Semuanya adalah sama setaraf semasa melaksanakan program tersebut.&lt;br/&gt;Allah berfirman bermaksud: “Dan sediakanlah persiapan bagi kamu terhadap apa yang kamu mampu dari sebarang bentuk kekuatan dan dari pasukan berkuda yang mana dengan kekuatan itu kamu akan mampu menggerunkan musuh Allah dan juga musuh kamu serta musuh yang lain selain daripada mereka yang kamu tidak mengetahui, sedangkan Allah mengetahui mereka...” (Surah al-Anfal, ayat 60)&lt;br/&gt;Program Khidmat Negara yang dilaksanakan bukanlah merupakan kerahan tenaga seperti yang berlaku di negara-negara lain. Ianya merupakan latihan membina semangat kesetiaan kepada negara yang meliputi sedikit sebanyak latihan ala tentera seperti kawat dan menembak.&lt;br/&gt;Pengisian program ini mempunyai tiga komponen penting iaitu&lt;br/&gt;&lt;ul&gt;&lt;li&gt;Menanam rasa percaya dan yakin kepada diri sendiri iaitu pembangunan insan&lt;/li&gt;&lt;br/&gt;&lt;li&gt;Semangat cintakan negara (Patriotisme)&lt;/li&gt;&lt;br/&gt;&lt;li&gt;Memahami nilai-nilai budaya pelbagai kaum&lt;/li&gt;&lt;/ul&gt;Oleh itu jelaslah kepada kita bahawa PLKN ini bertujuan murni berdasarkan kepada pengisiannya, malah yang lebih penting adalah sebahagian daripada ajaran Islam iaitu memperkasa semangat patriotisme, meningkatkan perpaduan kaum dan integrasi nasional, membina perwatakan positif serta menyemarakkan lagi semangat kesukarelaan. &lt;br/&gt;PLKN adalah sejajar dengan konsep Islam Hadhari dalam memberi penekanan kepada pembangunan sepadu dan seimbang bagi melahirkan umat yang berilmu dan beriman, bertamadun tinggi, berakhlak mulia, jujur lagi amanah, serta bersedia menangani cabaran semasa dunia global. Sesungguhnya Islam Hadhari konsisten dengan konsep demokrasi kerana Islam Hadhari adalah mengenai hidup dengan aman dan hormat sesama sendiri. &lt;br/&gt;&lt;strong&gt;&lt;span style="font-family:Arial;font-size:130%;"&gt;Bagaimana dengan perbandingan dengan Negara-Negara Luar&lt;/span&gt;&lt;/strong&gt;&lt;br/&gt;Banyak negara-negara luar mengamalkan konsep mandatori Khidmat Negara seperti di negara Amerika semasa perang-perang dunia dan perang Viet Nam dan negara Jepun semasa perang dunia. Kerajaan Singapura, Belarus, Brazil, Bulgaria, Chile, Croatia, Cyprus, Eqypt, Erithrea, Finland, Jerman, Greece, Lebanon, Mexico, Norway, Rusia, Israel, South Korea,&amp;nbsp;&amp;nbsp;Sweden, Switzerland, Taiwan, Turkey, Venezuela, dan Korea Utara ada juga mengamalkan khidmat negara dengan latihan ketenteraan sepenuhnya untuk dijadikan barisan pelapis. &lt;br/&gt;Pihak wanita walaubagaimanapun adalah tidak diwajibkan untuk menghadiri Khidmat Negara kecuali di negara seperti Korea Utara dan Israel yang menganggap pengecualian wanita adalah tidak adil.&amp;nbsp;&amp;nbsp;&lt;br/&gt;&lt;strong&gt;&lt;span style="font-size:180%;"&gt;Kebaikan dan Keburukan&lt;/span&gt;&lt;/strong&gt;&lt;br/&gt;Ramai yang mengatakan bahawa PLKN ini dilakukan secara tergesa-tegesa tetapi seperti yang diperjelaskan oleh Pengerusi Majlis Latihan Khidmat Negara (MLKN), Prof. Datuk Dr. Ahmad Fawzi Mohd. Basri bahawa pihak penganjur telah menjangka wujud masalah-masalah tertentu semasa program itu berjalan, tetapi telah bersedia untuk menghadapinya dengan fikiran yang terbuka. PLKN ini tidak akan dapat dilaksanakan pada bila-bila masa pun sekiranya andaian demi andaian dibuat tentang masalah yang akan timbul. &lt;br/&gt;Beberapa isu pernah ditimbulkan seperti hak kebebasan rakyat sebagaimana yang diperuntukkan di dalam perlembagaan negara apabila sesiapa yang telah dipilih dan tidak hadir boleh dihadapkan kemahkamah. Ianya juga bermakna ia adalah satu paksaan dan mengetepikan hak kebebasan diri rakyat untuk memilih menyertai apa-apa kursus yang diwujudkan di dalam negara. &lt;br/&gt;PLKN juga dikejutkan dengan insiden membabitkan seorang peserta PLKN dirogol oleh jurulatihnya, seorang tentera berpangkat korporal berusia 29 tahun di kem Merang, Setiu, Terengganu ketika menumpang beliau untuk ke bank pada malam 28 Februari. Ditambah pula dengan setiap aktiviti yang dijalankan melibatkan pergaulan yang bebas antara lelaki dan perempuan. PLKN juga dianggap gagal mengimbangi antara tuntutan duniawi dan ukhrawi dan akan menghasilkan sumber manusia yang bermaklumat, berdedikasi, berdaya saing tinggi dan berjiwa patriotik tetapi buta akan sistem nilai, etika dan agama. Sekiranya PLKN tidak diisi dengan program kerohanian dan keagamaan sebagai satu program yang paling penting maka akan terus berkembanglah konflik sosial yang tiada noktahnya.&lt;br/&gt;Pergaduhan juga pernah berlaku dengan menggunakan kerusi plastik, antara pelatih-pelatih muda dan yang lebih senior di salah satu pusat latihan di Perak. Di kem yang sama Lee Kin Fei dari Ipoh dan 13 rakan pelatih disepak dan ditumbuk oleh sekumpulan pelatih senior. Mereka diserang kerana enggan membayar wang kepada pelatih senior. Di Pulau Pinang, petugas kem menjumpai dua tiub kristal methamphetamine dalam beg seorang pelatih perempuan. Menurut sumber lain, kes-kes hubungan seksual antara pelatih-pelatih juga terbongkar. Begitu juga kes meraba pelatih perempuan oleh petugas kem dilaporkan. Ini amat membimbangkan ibubapa yang pada awal, sudah menyatakan kebimbangan mereka jika perkara seperti itu, berlaku di kem-kem. &lt;br/&gt;Pihak Pemuda MCA juga pernah menyuarakan supaya lebih ramai jurulatih-jurulatih bukan Melayu diserapkan. Mereka juga menyatakan kekurangan pakar perunding, diet yang tak seimbang, kurang komunikasi di antara sekretariat and tiada kod tatalaku untuk para komandan-komandan dan pengarah. &lt;br/&gt;Sesungguhnya tiada siapa yang ingin pergi berperang sekarang tanpa membuat penelitian terlebih dahulu kerana ianya melibatkan nyawa seseorang dan wang yang berjuta-juta ringgit. Kejayaan PLKN yang dinikmati oleh pelatih-pelatih sekarang ini adalah mengikut resepi yang dinyatakan sebelum ini oleh Pengerusi MLKN iaitu bersikap terbuka atas segala kelemahan yang didapati dan atas pengorbanan peserta-peserta sebelum ini.&amp;nbsp;&amp;nbsp;&lt;br/&gt;&lt;strong&gt;&lt;span style="font-size:180%;"&gt;Kesimpulan&lt;/span&gt;&lt;/strong&gt;&lt;br/&gt;Adalah satu hasrat Latihan Khidmat Negara ini pada penghujungnya iaitu kaum Melayu tidak lagi memanggil kaum Cina sebagai “babi”, kaum Cina tidak lagi memaggil kaum Melayu “Lembu”, kaum Melayu tidak memanggil kaum India “penipu” dan kaum India tidak lagi memanggil kaum Melayu “pemalas”. Kesemua bangsa adalah bangsa Malaysia. There are quite a number of ISO quality standards being implemented in government sectors. In terms of generic quality management systems, there are ISO 14000 for Environmental (EMS), ISO 18000 for Occupational Health and Safety (OHSAS) and the famous ISO 9000. As for the laboratories, they should be accredited to ISO/IEC 17025. For any product certification, there is ISO Guide 65. &lt;br/&gt;In Malaysia, the two active bodies towards the implementation are Department of Standards Malaysia (DSM) under Ministry of Science, Technology and Innovation (MOSTI) as National Standard Body (NSB) for Malaysia and SIRIM QAS Sdn Bhd as experts in the standards due to history. As for the government sector, MAMPU plays a crucial role in recommending the implementation of ISO 9000 in government sectors. ISO provides traceability towards international recognition in its adoption by the Malaysian Government Agencies. &lt;br/&gt;The only slack or disadvantage of the current ISO 9000 is that it can also be a beautifully managed of garbage in and garbage out. &lt;br/&gt;10 years before the arrival of ISO 14000, in 1987 ISO 9000 surfaced. ISO 9000 is also a generic QMS like ISO 14000 and ISO 18000 as they are not specified to any specific products, processes, or material. Generic means that the same standards can be applied to any organization, large or small, whatever its product - including whether its "product" is actually a service - in any sector of activity, and whether it is a business enterprise, a public administration, or a government department.&lt;br/&gt;Let’s briefly go through some other quality standards beside ISO 9000 ...&lt;br/&gt;The Environmental Management System (EMS) is the part of the overall management system for developing, implementing, achieving, reviewing and maintaining the environmental &lt;a href="http://www.iso14000.com/Implementation/Impl_DefsGlossary.htm"&gt;policy&lt;/a&gt;.&lt;br/&gt;ISO 18001 continually review, monitor and improve safety in the workplace and importantly allow advance planning for the prevention of accidents, which will result in a reduction in lost time due to accidents and therefore disruption to customers.&lt;br/&gt;ISO/IEC 17025 is for accredited testing and calibration laboratories. Most countries have some sort of Mutual Recognition Agreement or Multilateral Recognition Agreement with Asia Pacific Laboratory Accreditation Cooperation (APLAC) or with International Laboratory Accreditation Cooperation (ILAC) to assist in the regulatory aspects of the products and also to facilitate towards instituting and removal of Technical Barrier for Trade. &lt;br/&gt;Since the launching of the Excellent Work Culture Movement at the end of 1989, the Malaysian Civil Service has introduced and implemented administrative reform efforts through a series of Development Administration Circulars (DACs). &lt;br/&gt;These include the DACs related to Quality Control Circles and Total Quality Management (TQM). On 1 November 1995, the Government of Malaysia decided that the Civil Services should implement the ISO 9000 standard. As part of its continuing effort to improve quality, on 11 July 1996, Development Administration Circular No. 2/96, was launched as a next step in improving quality in the Malaysian Public Service. DAC No. 2/96 provides guidelines for the implementation of the ISO 9000 Quality Management System in the Malaysian Public Service by the end of the year 2000.&lt;br/&gt;In Malaysia, the standard is recognized as the MS ISO 9000 standard. In the context of the Civil Service, the adoption of MS ISO 9000 will ensure the establishment of an effective public service quality system. The products and services under such a system will exhibit quality features that meet the customers’ requirements. What needs to be emphasized is that the quality of an effective government administration cannot be lower than that of its clients – specifically the private sector. &lt;br/&gt;The Malaysian Public Service views public service reforms and modernization as a continuous process of improvement in quality. Roughly there are 785 government agencies in Malaysia and as of April 2003, 73% or 571 certified. Out of that 199 has shifted from MS ISO 9000:1994 to MS ISO 9000:2000.&lt;br/&gt;MS ISO 9000 works on the principle of 'plan what you do, document what you plan, do what you document and prove it', the MS ISO 9000 programme is aimed at helping agencies to develop an efficient and effective quality management system in order to provide the best service consistently to the public. This objective can be achieved because agencies must comply with a quality management system that emphasizes prevention and not just remedial action after the defects have occurred hence ensuring the provision of services which are of consistent quality based on the principle of &lt;em&gt;‘doing the right thing right the first time and every time’ &lt;/em&gt;through documented policies and procedures. Another important principle is the emphasis on the maintenance of quality records which provide objective evidence that necessary actions have been implemented. This emphasis will also bring about a more transparent administration. Existing enormous document in the forms of policies, procedures, work instructions and record would also be integrated.&amp;nbsp;&amp;nbsp;The quality that is developed based on these principles will inevitably lead to competent decision-making; effective control of the organization’s suppliers; control on the cost of quality for work that is repetitive and of poor quality; increase of productivity; and reduction in wastage and rework. In summary, Government agencies which have successfully implemented MS ISO 9000 will have streamlined processes, are sensitive to the needs of those who use government services. In short they are more proactive and more efficient.&lt;br/&gt;The implementation of MS ISO 9000 will also involve change with regard to work culture in the public service. This change needs to be managed, particularly at the agency level by the respective agency’s management. Therefore, managers of Government agencies must play the role of change managers. They will have to be equipped with the knowledge and skills to manage change.&lt;br/&gt;&lt;strong&gt;&lt;span style="font-family:Georgia;font-size:85%;"&gt;CONCLUSION&lt;/span&gt;&lt;/strong&gt;&lt;br/&gt;The implementation of MS ISO 9000 represents the next forward in the continuing process of creating a quality public service for the Malaysian Public Service. MS ISO 9000 focuses on the management process that delivers the product or provides the service to the customer. It does not define the quality of the product or the service. Thus, it is recognized that MS ISO 9000 is a necessary but insufficient condition for the provision of quality public service. In order to consistently provide quality public service the Malaysian public service will augment the quality management system based on the requirements of MS ISO 9000 with TQM tools and best management practices. As Recognition for Excellence, The Prime Minister's Quality Award (PMQA) and the Public Service Quality Award (PSQA), introduced in 1990 and 1991 respectively, served to underline the effort to reinforce quality enhancement in the public sector.
